`charToHex` is an auxiliary function used at `Char.quoteCore` for
converting ASCII control characters into `\x` notation.
Its name was misleading.

perf: avoid blowup at deriving Repr

The fix is not perfect. I just avoided inlining in some builtin `Repr` instances.
The actual problem is at `ElimDeadBranches.lean`.
