30cea2dceb fix(frontends/lean): auxiliary bind-application in do-notation was not allowing us to obtain type information for the monadic actions.
The new test exposes the problem.

d0d75c0923 refactor(kernel): reduce number of configurations supported in the kernel
Now, eta and impredicativity are assumed to be always true.

Motivation: the rest of the system assumes eta.
Regarding impredicativity, we decided to support only the standard library.

06ef0ad7be refactor(frontends/lean): add local_level_decls
Remark: the template local_decls will be deleted in the future.
The instances local_expr_decls will be replace by local_context.

ca632cca13 feat(frontends/lean): add 'universe variable' command
We can declare variables anywhere. So, we must also be able do declare
"universe" variables anywhere. Here is a minimal example that requires
this feature

```
-- We want A and B to be in the same universe
universe variable l
variable A : Type.{l}
variable B : Type.{l}
definition tst := A = B
```

The following doesn't work because A and B are in different universes
```
variable A : Type
variable B : Type
definition tst := A = B
```

The following works, but tst is not universe polymorphic, since l is
one *fixed* global universe
```
universe l
variable A : Type.{l}
variable B : Type.{l}
definition tst := A = B
```
