feat: tagged_return attribute (#11530)
This PR introduces the new `tagged_return` attribute. It allows users to
mark `extern` declarations to be guaranteed to always return `tagged`
return values. Unlike with `object` or `tobject` the compiler does not
emit reference counting operations for them. In the future information
from this attribute will be used for a more powerful analysis to remove
reference counts when possible.

feat: reduce server memory consumption (#11162)
This PR reduces the memory consumption of the language server (the
watchdog process in particular). In Mathlib, it reduces memory
consumption by about 1GB.

It also fixes two bugs in the call hierarchy:
- When an open file had import errors (e.g. from a transitive build
failure), the call hierarchy would not display any usages in that file.
Now we use the reference information from the .ilean instead.
- When a command would not set a parent declaration (e.g. `#check`), the
result was filtered from the call hierarchy. Now we display it as
`[anonymous]` instead.

feat: implement grind_annotated command (#11332)
This PR adds a `grind_annotated "YYYY-MM-DD"` command that marks files
as manually annotated for grind.

When LibrarySuggestions is called with `caller := "grind"` (as happens
with `grind +suggestions`), theorems from grind-annotated files are
filtered out from premise selection. The date argument validates using
Std.Time and is informational only for now, but could be used later to
detect files that need re-review.

There's no need for the library suggestions tools to suggest `grind`
theorems from files that have already been carefully annotated by hand.

fix: make IO.RealWorld opaque (#9631)
This PR makes `IO.RealWorld` opaque. It also adds a new compiler -only
`lcRealWorld` constant to represent this type within the compiler. By
default, an opaque type definition is treated like `lcAny`, whereas we
want a more efficient representation. At the moment, this isn't a big
difference, but in the future we would like to completely erase
`IO.RealWorld` at runtime.

chore: remove old documentation site (#7974)
This PR removes the old documentation overview site, as its content has
moved to the main Lean website infrastructure.

This should be merged when the new website section is deployed, after
installing appropriate redirects.

Developer documentation is remaining in Markdown form, but it will no
longer be part of the documentation hosted on the Lean website. Example
code stays here for CI, but it is now rendered via a Verso plugin.

feat: add debug.terminalTacticsAsSorry (#8012)
This PR adds the option `debug.terminalTacticsAsSorry`. When enabled,
terminal tactics such as `grind` and `omega` are replaced with `sorry`.
Useful for debugging and fixing bootstrapping issues.

feat: elaborate theorem bodies in parallel (#7084)
This PR enables the elaboration of theorem bodies, i.e. proofs, to
happen in parallel to each other as well as to other elaboration tasks.

Specifically, to be eligible for parallel proof elaboration,
* the theorem must not be in a `mutual` block
* `deprecated.oldSectionVars` must not be set
* `Elab.async` must be set (currently defaults to `true` in the language
server, `false` on the cmdline)

To be activated for downstream projects (i.e. in stage 1) pending
further Mathlib validation.

feat: more infrastructure for tactic documentation (#4490)
This is the groundwork for a tactic index in generated documentation, as
there was in Lean 3. There are a few challenges to getting this to work
well in Lean 4:
* There's no natural notion of *tactic identity* - a tactic may be
specified by multiple syntax rules (e.g. the pattern-matching version of
`intro` is specified apart from the default version, but both are the
same from a user perspective)
* There's no natural notion of *tactic name* - here, we take the
pragmatic choice of using the first keyword atom in the tactic's syntax
specification, but this may need to be overridable someday.
* Tactics are extensible, but we don't want to allow arbitrary imports
to clobber existing tactic docstrings, which could become unpredictable
in practice.

For tactic identity, this PR introduces the notion of a *tactic
alternative*, which is a `syntax` specification that is really "the same
as" an existing tactic, but needs to be separate for technical reasons.
This provides a notion of tactic identity, which we can use as the basis
of a tactic index in generated documentation. Alternative forms of
tactics are specified using a new `@[tactic_alt IDENT]` attribute,
applied to the new tactic syntax. It is an error to declare a tactic
syntax rule to be an alternative of another one that is itself an
alternative. Documentation hovers now take alternatives into account,
and display the docs for the canonical name.

*Tactic tags*, created with the `register_tactic_tag` command, specify
tags that may be applied to tactics. This is intended to be used by
doc-gen and Verso. Tags may be applied using the `@[tactic_tag TAG1 TAG2
...]` attribute on a canonical tactic parser, which may be used in any
module to facilitate downstream projects introducing tags that apply to
pre-existing tactics. Tags may not be removed, but it's fine to
redundantly add them. The collection of tags, and the tactics to which
they're applied, can be seen using the `#print tactic tags` command.

*Extension documentation* provides a structured way to document
extensions to tactics. The resulting documentation is gathered into a
bulleted list at the bottom of the tactic's docstring. Extensions are
added using the `tactic_extension TAC` command. This can be used when
adding new interpretations of a tactic via `macro_rules`, when extending
some table or search index used by the tactic, or in any other way. It
is a command to facilitate its flexible use with various extension
mechanisms.
