7b56eb20a0 feat: prepare for adding new option debug.skipKernelTC
Remark: I had to comment

if debug.skipKernelTC.get opts then
  addDeclWithoutChecking env decl
else
```
because the build was crashing when trying to compile Lake.
Going to perform `update-stage0` and try again.

73f96730bb feat(library/init/lean,kernel): add KernelException, addDecl and compileDecl
This commit also refines the type of `addAndCompile`.
We also add `ElabException.kernel` constructor for kernel exceptions.

dc477db71e chore(kernel/environment): remove environment::is_descendant
We will remove certified_declaration since we are adding tasks to the
kernel. We have removed `environment::replace`. We also don't need it
for checking the consistency of thread local caches since they will be
removed.

ac0352b584 refactor(kernel): remove quotitent normalizer extension
The `quot` type is now implemented in the kernel.
We will do the same thing for inductives.
We will not support normalizer extensions anymore in Lean4.
It doesn't make sense since we settled with 2 extensions: quotients and
inductives. Moreover, any new extension would require substantial
changes (e.g., code generator).
The normalizer_extension feature was useful when we were experimenting
with different kernel flavors.

0556412f8d refactor(*): add runtime folder
@kha The runtime folder includes what is needed to link a
standalone Lean program. It is still contains some unnecessary files.
We will be able to remove them after we release Lean4.
