feat: syntax for setting allowTrailingSep

@Kha This commit allows us to set `allowTrailingSep` for `sepBy` and
`sepBy1` from the `syntax` command.
```lean
syntax "[" (sepBy (allowTrailingSep := true) term ",") "]" : term
```
The new syntax is a bit verbose :)
What do you think? Any suggestions?
