fix: include ._closed decls in trace.Compiler.result output (#9336)
This PR changes the implementation of `trace.Compiler.result` to use the
decls as they are provided rather than looking them up in the LCNF mono
environment extension, which was seemingly done to save the trouble of
re-normalizing fvar IDs before printing the decl. This means that the
`._closed` decls created by the `extractClosed` pass will now be
included in the output, which was definitely confusing before if you
didn't know what was happening.

d489c6196c chore: update expected test outputs
This makes it easier to distinguish tests that are actually
failing while we work on the new codegen.

feat: guard_msgs to treat trace messages separate (#8267)
This PR makes `#guard_msgs` to treat `trace` messages separate from
`info`, `warning` and `error`. It also introduce the ability to say
`#guard_msgs (pass info`, like `(drop info)` so far, and also adds
`(check info)` as the explicit form of `(info)`, for completeness.

fix: don't create reduced arity LCNF decls with no params (#7086)
This PR makes the arity reduction pass in the new code generator match
the old one when it comes to the behavior of decls with no used
parameters. This is important, because otherwise we might create a
top-level decl with no params that contains unreachable code, which
would get evaluated unconditionally during initialization. This actually
happens when initializing Init.Core built with the new code generator.

fix: make elabAsElim aware of explicit motive arguments (#4817)
Some eliminators (such as `False.rec`) have an explicit motive argument.
The `elabAsElim` elaborator assumed that all motives are implicit.

If the explicit motive argument is `_`, then it uses the elab-as-elim
procedure, and otherwise it falls back to the standard app elaborator.

Furthermore, if an explicit elaborator is not provided, it falls back to
treating the elaborator as being implicit, which is convenient for
writing `h.rec` rather than `h.rec _`. Rationale: for `False.rec`, this
simulates it having an implicit motive, and also motives are generally
not going to be available in the expected type.

chore: use #guard_msgs in run tests (#4175)
Many of our tests in `tests/lean/run/` produce output from `#eval` (or
`#check`) statements, that is then ignored.

This PR tries to capture all the useful output using `#guard_msgs`. I've
only done a cursory check that the output is still sane --- there is a
chance that some "unchecked" tests have already accumulated regressions
and this just cements them!

In the other direction, I did identify two rotten tests:
* a minor one in `setStructInstNotation.lean`, where a comment says `Set
Nat`, but `#check` actually prints `?_`. Weird?
* `CompilerProbe.lean` is generating empty output, apparently indicating
that something is broken, but I don't know the signficance of this file.

In any case, I'll ask about these elsewhere.

(This started by noticing that a recent `grind` test file had an
untested `trace_state`, and then got carried away.)
