feat: EqCnstr.mkNullCertExt (#8071) 
This PR implements `EqCnstr.mkNullCertExt`. Given an implied polynomial
equation `p = 0`, it generates the certificate:
```
q₁ * h₁ + … + qₙ * hₙ
```  
for `d * p = 0`, where each `qᵢ`s are polynomials and each `hᵢ` is an
equational hypothesis of the form `lhsᵢ = rhsᵢ`. `d` is a numeral.
