feat: Lean.loadPlugin (#6130 )

This PR adds `Lean.loadPlugin` which exposes functionality similar to
the `lean` executable's `--plugin` option to Lean code.

This will allow custom Lean frontends (e.g., Lake, the Lean language
server) to also load plugins.
