Mac Malone d8fb702d73 feat: lake: inherit workspace's enableArtifactCache by default (#12034) ... This PR changes the default of `enableArtifactCache` to use the workspace's `enableArtifactCache` setting if the package is a dependency and `LAKE_ARTIFACT_CACHE` is not set.
