chore: reorganize BitVec files (#8829) 
This PR avoids importing all of `BitVec.Lemmas` and `BitVec.BitBlast`
into `UInt.Lemmas`. (They are still imported into `SInt.Lemmas`; this
seems much harder to avoid.)
